If none of these materials is available to you you can always elect toilet to soak rags or towels in hot water and wrap them around the frozen pipe. This will probably take longer than any of the methods previously mentioned.
The wax ring is used to seal the drain outlet on the bottom of the toilet to the drain opening in the floor. Many times it is easier to replace the diverter stem than to repair it. This really depends on the design of the stem.
